Sturgis Code of Parliamentary Procedure is used by organizations that define it as their controlling parliamentary authority in their bylaws. If the bylaws say that that’s what controls meetings of the organization, then Sturgis is what the officers will use at the meetings to control how business is organized, who can speak, the order of precedence of motions and at the end of the day, how decisions are made by the organization.
